Le pont Champlain \u00c3\u00a0 Montr\u00c3\u00a9al doit \u00c3\u00aatre remplac\u00c3\u00a9 et vite, a conclu le gouvernement f\u00c3\u00a9d\u00c3\u00a9ral apr\u00c3\u00a8s un rapport d\u00c3\u00a9vastateur de la firme de g\u00c3\u00a9nie-conseil Delcan. Le m\u00c3\u00aame bureau a r\u00c3\u00a9alis\u00c3\u00a9 en 2008 une inspection du pont de Qu\u00c3\u00a9bec. Photos \u00c3\u00a0 l’appui, les ing\u00c3\u00a9nieurs notaient la progression de la rouille et la \u00c2\u00abd\u00c3\u00a9gradation \u00c3\u00a0 un rythme acc\u00c3\u00a9l\u00c3\u00a9r\u00c3\u00a9\u00c2\u00bb de la structure, autrement consid\u00c3\u00a9r\u00c3\u00a9e en bon \u00c3\u00a9tat relatif. Leurs constats sont tomb\u00c3\u00a9s \u00c3\u00a0 plat.<\/strong><\/p>\n

Pas besoin d’\u00c3\u00aatre ing\u00c3\u00a9nieur pour remarquer l’ampleur de la rouille sur le vieil ouvrage d’acier termin\u00c3\u00a9 en 1917. Les utilisateurs se passent le commentaire quotidiennement, et les admirateurs du plus long pont cantilever au monde s’en d\u00c3\u00a9solent.<\/p>\n

En 2008, la firme Delcan documentait le ph\u00c3\u00a9nom\u00c3\u00a8ne pour Transports Canada, en conflit avec le propri\u00c3\u00a9taire, le CN, pour des travaux de peinture non compl\u00c3\u00a9t\u00c3\u00a9s. Il s’agit du dernier rapport public concernant cet ouvrage.<\/p>\n

Quatre ing\u00c3\u00a9nieurs ont pass\u00c3\u00a9 une dizaine de jours \u00c3\u00a0 examiner le pont sous toutes ses coutures. Ils ont trouv\u00c3\u00a9 des poutres et des plaques d’acier d\u00c3\u00a9lamin\u00c3\u00a9es et perfor\u00c3\u00a9es, des boulons grug\u00c3\u00a9s par la rouille. \u00c3\u20ac plusieurs endroits, des d\u00c3\u00a9bris bloquaient les trous devant permettre \u00c3\u00a0 l’eau de s’\u00c3\u00a9couler, augmentant l’humidit\u00c3\u00a9 dans la structure… et la rouille. Les excr\u00c3\u00a9ments d’oiseaux, substance tr\u00c3\u00a8s corrosive, minaient les surfaces non prot\u00c3\u00a9g\u00c3\u00a9es.<\/p>\n

Les approches nord et sud du pont \u00c3\u00a9taient particuli\u00c3\u00a8rement d\u00c3\u00a9grad\u00c3\u00a9es au moment de l’inspection de Delcan. Tout du long, entre 20 pieds au-dessus et 20 pieds au-dessous de la voie carrossable, les dommages \u00c3\u00a9taient \u00c3\u00a9galement plus importants en raison de l’utilisation de produits de d\u00c3\u00a9gla\u00c3\u00a7age l’hiver, lesquels sont projet\u00c3\u00a9s lors du passage des voitures et des d\u00c3\u00a9neigeuses.<\/p>\n

Tout cela du fait que l’acier n’est plus prot\u00c3\u00a9g\u00c3\u00a9. De rapport en rapport sur l’\u00c3\u00a9tat de la structure depuis les ann\u00c3\u00a9es 90, les ing\u00c3\u00a9nieurs notent que la progression de la rouille s’acc\u00c3\u00a9l\u00c3\u00a8re sur le pont de Qu\u00c3\u00a9bec. La vieille peinture verte est aujourd’hui de l’ordre du souvenir. M\u00c3\u00aame la section repeinte est d\u00c3\u00a9j\u00c3\u00a0 sur une pente descendante.<\/p>\n

Dans leur rapport, les repr\u00c3\u00a9sentants de Delcan remettent en question le choix de peinture fait par le CN. Au lieu de d\u00c3\u00a9caper au jet de sable, puis d’ajouter trois couches de peinture au zinc, une technique habituelle, le propri\u00c3\u00a9taire du pont a plut\u00c3\u00b4t appliqu\u00c3\u00a9 une \u00c2\u00ab surcouche \u00c2\u00bb, qui sert habituellement \u00c3\u00a0 prolonger la dur\u00c3\u00a9e d’une peinture existante. Ce choix a \u00c3\u00a9t\u00c3\u00a9 fait sur la base des co\u00c3\u00bbts, le manufacturier estimant les \u00c3\u00a9conomies \u00c3\u00a0 140 millions $ pour un ouvrage comme le pont de Qu\u00c3\u00a9bec.<\/p>\n


\nEn bonne condition, mais…<\/strong>
\n\u00c2\u00ab Dans un sens tr\u00c3\u00a8s g\u00c3\u00a9n\u00c3\u00a9ral, le pont est en bonne condition. Cependant, il ne va pas le demeurer si aucune action n’est prise pour arr\u00c3\u00aater la d\u00c3\u00a9t\u00c3\u00a9rioration constat\u00c3\u00a9e pendant l’inspection \u00c2\u00bb, r\u00c3\u00a9sume Delcan dans son rapport dat\u00c3\u00a9 de janvier 2009. Les ing\u00c3\u00a9nieurs \u00c3\u00a9crivent \u00c3\u00a9galement que \u00c2\u00ab la vitesse de corrosion s’acc\u00c3\u00a9l\u00c3\u00a8re, ce qui pose un risque pour la structure au fil du temps \u00c2\u00bb.<\/p>\n

Cinq ans plus tard, rien n’a \u00c3\u00a9t\u00c3\u00a9 fait pour am\u00c3\u00a9liorer la condition de ce lieu historique national, aussi class\u00c3\u00a9 monument historique international du g\u00c3\u00a9nie civil.<\/p>\n

Transports Canada n’a pas voulu r\u00c3\u00a9pondre aux questions du Soleil, car il poursuit le CN relativement aux travaux de peinture. Nous est parvenu un simple courriel disant que \u00c2\u00ab le gouvernement du Canada reconna\u00c3\u00aet l’importance de conserver le pont de Qu\u00c3\u00a9bec en bon \u00c3\u00a9tat \u00c2\u00bb, ce que le CN s’\u00c3\u00a9tait engag\u00c3\u00a9 \u00c3\u00a0 faire, r\u00c3\u00a9p\u00c3\u00a8te-t-on.<\/p>\n

Le CN affirme que tous ses ponts sont inspect\u00c3\u00a9s annuellement, m\u00c3\u00aame si l’intervalle r\u00c3\u00a9glementaire est de 540 jours. La firme de g\u00c3\u00a9nie-conseil Roche a \u00c3\u00a9t\u00c3\u00a9 mandat\u00c3\u00a9e en 2011 pour une inspection d\u00c3\u00a9taill\u00c3\u00a9e du pont de Qu\u00c3\u00a9bec, laquelle a \u00c3\u00a9t\u00c3\u00a9 mise \u00c3\u00a0 jour en 2012 et en 2013. \u00c2\u00ab La firme Roche \u00c3\u00a9tait en 2011 et continue d’\u00c3\u00aatre \u00c3\u00a0 ce jour d’avis que le pont de Qu\u00c3\u00a9bec est dans un \u00c3\u00a9tat propre \u00c3\u00a0 assurer sa p\u00c3\u00a9rennit\u00c3\u00a9 \u00c3\u00a0 long terme \u00c2\u00bb, a \u00c3\u00a9crit au Soleil Louis-Antoine Paquin, directeur r\u00c3\u00a9gional des affaires publiques et gouvernementales du CN. Ces rapports sont toutefois gard\u00c3\u00a9s confidentiels.<\/p>\n

Celui-ci assure que l’entreprise effectue les travaux requis \u00c2\u00ab pour assurer la s\u00c3\u00a9curit\u00c3\u00a9 du public, celle des utilisateurs du pont et l’int\u00c3\u00a9grit\u00c3\u00a9 \u00c3\u00a0 long terme du pont \u00c2\u00bb. Des \u00c2\u00ab sommes importantes \u00c2\u00bb, jamais pr\u00c3\u00a9cis\u00c3\u00a9es, auraient ainsi \u00c3\u00a9t\u00c3\u00a9 investies depuis la fin du programme de travaux majeurs qui tournait autour de la peinture.<\/p>\n

\u00c2\u00ab Tout est OK \u00c2\u00bb<\/strong>
\nAu minist\u00c3\u00a8re des Transports du Qu\u00c3\u00a9bec, les ing\u00c3\u00a9nieurs ont pris connaissance des \u00c3\u00a9tudes de Delcan et de Roche, dit Yann Langlais-Plante, attach\u00c3\u00a9 de presse du ministre Sylvain Gaudreault. Comme l’entretien de la voie carrossable rel\u00c3\u00a8ve de Qu\u00c3\u00a9bec, des inspections du tablier du vieux pont sont \u00c3\u00a9galement men\u00c3\u00a9es r\u00c3\u00a9guli\u00c3\u00a8rement. La plus r\u00c3\u00a9cente, r\u00c3\u00a9alis\u00c3\u00a9e cet automne, indique que \u00c2\u00ab tout est OK \u00c2\u00bb, selon le porte-parole.<\/p>\n

Pour le reste de la structure, \u00c2\u00ab on a un peu le m\u00c3\u00aame probl\u00c3\u00a8me l\u00c3\u00a0-dessus que pour le pont Champlain. On a une soci\u00c3\u00a9t\u00c3\u00a9 f\u00c3\u00a9d\u00c3\u00a9rale qui g\u00c3\u00a8re le pont. Nos informations se basent sur l’\u00c3\u00a9valuation qui est faite par le CN. Nous, jusqu’\u00c3\u00a0 preuve du contraire, ce qu’on a entre les mains, c’est que le pont est s\u00c3\u00a9curitaire et que les suivis n\u00c3\u00a9cessaires sont faits \u00c2\u00bb, explique M. Langlais-Plante, pr\u00c3\u00a9cisant que \u00c2\u00ab pour l’instant, on n’est pas dans un sc\u00c3\u00a9nario catastrophe \u00c2\u00bb.<\/p>\n

La question de la s\u00c3\u00a9curit\u00c3\u00a9 du pont a \u00c3\u00a9t\u00c3\u00a9 abord\u00c3\u00a9e par Qu\u00c3\u00a9bec dans les n\u00c3\u00a9gociations avec le CN en vue de renouveler l’entente permettant le passage des automobiles, voire acheter le pont. Mais aucune \u00c3\u00a9tude n’a \u00c3\u00a9t\u00c3\u00a9 command\u00c3\u00a9e \u00c3\u00a0 cette fin.<\/p>\n

Selon Sam Hamad, d\u00c3\u00a9put\u00c3\u00a9 de Louis-H\u00c3\u00a9bert, ancien ministre des Transports et ex-membre de la Coalition pour la sauvegarde du pont de Qu\u00c3\u00a9bec, ces n\u00c3\u00a9gociations doivent se faire avec en main les donn\u00c3\u00a9es les plus \u00c3\u00a0 jour. Advenant un transfert, \u00c2\u00ab l’\u00c3\u00a9tat du pont est un \u00c3\u00a9l\u00c3\u00a9ment d\u00c3\u00a9terminant \u00c2\u00bb, ne serait-ce que pour confirmer l’ampleur des travaux \u00c3\u00a0 r\u00c3\u00a9aliser. \u00c2\u00ab Il y a un sentiment d’urgence. En bon qu\u00c3\u00a9b\u00c3\u00a9cois, il faut que le PQ [Parti qu\u00c3\u00a9b\u00c3\u00a9cois] grouille parce que plus il retarde, plus \u00c3\u00a7a devient urgent apr\u00c3\u00a8s. \u00c2\u00bb<\/p>\n

Le pont m\u00c3\u00a9rite une \u00c2\u00ab attention urgente \u00c2\u00bb<\/strong><\/p>\n

Pour Michel L’H\u00c3\u00a9breux, conf\u00c3\u00a9rencier et auteur de livres sur l’histoire du pont de Qu\u00c3\u00a9bec, le \u00c2\u00ab bien patrimonial \u00c2\u00bb m\u00c3\u00a9rite une attention urgente.<\/p>\n

\u00c2\u00ab Si on ne s’en occupe pas, les dommages vont \u00c3\u00aatre irr\u00c3\u00a9versibles \u00c2\u00bb, dit-il en se basant sur le rapport Delcan. \u00c2\u00ab On sait que plus un objet est magan\u00c3\u00a9, plus il se d\u00c3\u00a9t\u00c3\u00a9riore rapidement et c’est le cas pr\u00c3\u00a9sentement \u00c2\u00bb, ajoute ce passionn\u00c3\u00a9.<\/p>\n

M. L’H\u00c3\u00a9breux s’inqui\u00c3\u00a8te particuli\u00c3\u00a8rement de l’attaque de pi\u00c3\u00a8ces ma\u00c3\u00aetresses du pont, comme les barres \u00c3\u00a0 oeil (eye-bars), qui permettent une certaine flexibilit\u00c3\u00a9 au pont en cas de gros choc. Or, ces morceaux ne peuvent \u00c3\u00aatre remplac\u00c3\u00a9s, au risque de voir le pont s’\u00c3\u00a9crouler.<\/p>\n
